So when the Affordable Care Act was passed in 2010, it carried with it the idea of penalizing people that didn't have a qualified health plan. Uncle Sam had to figure out how to get as many people as possible into this new system, because in health insurance, healthy people pay for sick people. That's just how the system works. So in order to do that, Uncle Sam came out with this idea of penalizing people a percentage of their modified adjusted gross income per year per person in their household if they didn't buy the right type of health insurance.

This is a very debated topic when the Affordable Care Act was passed. So from 2012 to the first Trump administration, that penalty was two and a half percent of a person's modified adjusted gross income per person in their household that didn't have the right type of health insurance. However, during the first Trump administration, that penalty was zeroed out. So right now we're in this weird spot where there is a penalty if you don't have the right type of health insurance, but that penalty is zero dollars.

This is important to know because there are certain plans you can buy that will satisfy the requirements for that penalty, and then there's certain plans you can buy that won't satisfy those requirements. And should the penalty ever come back or they take the zero dollar penalty and ever make it more than zero dollars, understanding that some plans are qualified and some plans are not will help you navigate the health insurance system.
